In business in the Sacramento area for over ten years, Premier Utility Group, LLC provides dry utility consultation, coordination and joint trench composite design for all aspects of residential, commercial and infrastructure projects in Northern California. Our services include up-front consultation and budgeting for major Specific Plans as well as value-engineered joint trench design for standard and tight-lot fit subdivisions, multifamily, industrial, commercial and retail sites, and major backbone and infrastructure roadways. Premier will work to provide innovative solutions in mitigating existing overhead and underground facilities and retro-fitting existing residential and commercial projects for electric, gas, telephone, CATV cable and fiber optics.
In addition to initially advising on the most efficient, cost-effective approach to the joint trench design aspect of your project, Premier Utility Group will take the lead in the application and submittal process for all major utilities and work through the complete utility design process to provide a full, comprehensive value-engineered construction bid package. Full, detailed utility contract and agreement review services are also available.
Premier Utility Group associates are well-versed and continually updated on all utility tariffs, standards and specifications and will work with you through the full joint trench utility design process of your project.

Dave Crockell
Lead Designer, Project Manager, and Co-Owner
Dave has served in the roles of utility design and coordinator and project manager for over 25 years. His previous experience with PG&E provided firsthand knowledge of field installation requirements which allowed him to transition into design coordination and joint trench design. With over 20 years’ experience in this capacity and a vast knowledge of PG&E and SMUD design requirements, Dave is able to work within those requirements to steer each utility to a more streamlined, cost-effective and efficiency joint trench design.

Sarah Wyatt
Design Manager
Sarah joined the design department at Premier Utility Group in 2016. She has a bachelor’s degree in fine arts, interior design and architecture from Chico State University. With the high level of AutoCAD experience and expertise and strong management skills Sarah brings to the team, she has successfully designed and managed projects in the Sacramento area ranging from high density residential to commercial.

Kip Miller
Project Manager
Bringing over 25 years of experience in the telecommunications contraction industry, Kip joined in 2024. Kip’s background includes projects in both aerial and underground construction, new subdivisions, commercial construction, multiple dwelling unit new construction as well as forced relocation of existing utilities. Kip’s strong work ethic, extensive field knowledge, and desire to provide an excellent customer experience make him a great addition.

Sheila (Shey) Cano
Project Manager
Shey came to Premier Utility Group team in October 2022. With a background in civil engineering, Shey brings a great understanding of utility design and application to her role as Project Manager. Her enthusiasm, exceptional work ethic, organization, and ability to work with our clients to maneuver the sometimes complicated design required to finalize joint trench utility design.

Alan Hernandez Ramirez
Design Assistant
Alan joined the Design Department of Premier Utility Group in November 2022. As a graduate of the Sac State’s Engineering Department, Alan’s primary role is civil and architectural plan review, pre-design of the JT routing and facility placements on subdivision, multi-family, commercial projects, and JT final design preparation of field documents for clients. His attention to detail and high work ethic makes Alan a perfect fit for our design team.

Tony Troy
Project Coordinator
As Project Coordinator, Tony serves as the main point of administrative contact for clients as projects move forward in the utility submittal and joint trench design process. From the original proposal/contract to the collection of plans and information needed for the utility to the final joint trench design production, Tony works to provide as smooth a customer experience as possible.
