Dry utility consultation, coordination, and Joint Trench Composite design for all aspects of residential, commercial and infrastructure projects in Northern California. Work includes but is not limited to up-front consultation and budgeting for major Specific Plans, value engineered joint trench design for standard and tight lot fit subdivisions, multifamily, industrial, commercial, and retail sites including major backbone/infrastructure roadways. Work also includes innovative solutions in mitigating existing overhead and underground facilities, retrofitting of existing residential and commercial projects with electric, gas, telephone, CATV cable and fiber optics. Premier Utility Group will take the lead with the application and submittal process for all the major utilities companies. We initially advise on the most efficient, cost-effective approach to the project and continue through the complete utility design process to provide a full comprehensive, value engineered construction bid package. Premier Utility Group and its associates are well versed and continually updated on all utility tariffs, standards, and specifications. Full detailed utility contract and agreement reviews are also provided to minimize initial costs and maximize potential refunds and reimbursements.

Dave Crockell
Lead Designer, Project Manager, and Co-Owner
Primary role for the past 25+ years has been utility design, utility coordination, and project management. As a previous employee with PGE, I have firsthand knowledge of field installation requirements, this had enabled me to transition into design coordination and joint trench design over the past 17 years. A vast knowledge of PGE and SMUD design requirements, allowing me to facilitate the joint trench routing with SMUD and PGE and steer each utility to a more streamline joint trench design that’s more cost effective and efficient. California State University graduate with a BA in Organizational Communications. Post graduate classes at CSUS in AutoCad and advanced AutoCad. Internship with PGE construction junior and senior years while attending CSUS.

Ellie Logan
Project Manager
Ellie joined Premier Utility Group in 2020. After having worked for PG&E as a Senior New Business Representative the past 5 years, Ellie brings a vast array of expertise in large community development, commercial development, Rule 20 OH removal and relocations, PG&E rules and tariffs. Ellie’s strong communication skills, professionalism, hard work ethic, and extensive field knowledge, is a valuable asset to our client’s needs.

Sarah Capo
Design Manager
Sarah joined Premier Utility Group’s design department in 2016. She has a bachelor degree an fine arts, interior design, and architecture from Chico State University and brings to Premier Group a high level of AutoCAD expertise and management skills to our design team. She has successfully design and managed a wide range of projects from high density residential to commercial projects in the Sacramento region.

Sheila (Shey) Cano
Project Manager
Shey came to Premier Utility Group team in October 2022. With a background in civil engineering, Shey brings a great understanding of utility design and application to her role as Project Manager. Her enthusiasm, exceptional work ethic, organization, and ability to work with our clients to maneuver the sometimes-complicated design required to finalize joint trench utility design make Shey a great asset to our group. Alan Hernandez Ramirez
Design Assistant
As the newest addition to the Premier Utility Group team, Alan joined the Design Department of Premier Utility Group in November 2022. As a graduate of the Sac State’s Engineering Department, Alan’s primary role is civil and architectural plan review, pre-design of the JT routing and facility placements on subdivision, multi-family, commercial projects, and JT final design preparation of field documents for clients. His attention to detail and high work ethic makes Alan a perfect fit for our design team.
